I wouldn't mind getting that updated to 1.60 so I can still use that one with the Action Replay Code Manager and add codes automatically for Pokémon Diamond and Pearl, Platinum, and HeartGold and SoulSilver, plus other games, while using the manual-input only 1.71 AR soley for Black and White and other newer games. I still have the second AR with firmware 1.52. Once it's updated to 1.71 using the method I discovered it's far more difficult to get it working properly on a PC because you can no longer interface the device with the Action Replay Code Manager and thus you will have to figure out an entirely new way to flash another firmware to it.

Somebody who actually knows how to program and who can decipher it may be able to fix the bug in the 1.71 update file better to avoid this, but I am not that skilled. I do not use these devices heavily, though, so I haven't been too inconvenienced by this problem. The solution I described in other comment chain the best I could come up with. The DS is powered-on and the AR software is functioning and in the proper mode for PC-connectivity.

Making sure the Hardware Ids for NDS Link seen in Properties under the Details tab matches the Hardware ID listed in the driver software I installed ( USB\VID_05FD&PID_EEAE*).(The device appears as NDS Link under USBIO controlled devices in Device Manager in all cases.) Installing the driver in Windows 10, XP, and Vista 32-bit via Device Manager.

The driver for the device only works in 32-bit operating systems including Windows 2000, XP, and Vista. This is what the general concensus for using this software successfully appears to be:
This is apparently the greatest challenge I've been faced with in my life up to this point I cannot get the Action Replay Code Manager to detect the hardware (it never leaves Waiting for DS). I have an Action Replay DS and I want to use it on Pokémon games beyond Diamond and Pearl, so my goal here is to update from firmware 1.52 to 1.71. Hello, I am having trouble and this seemed like the best place on the Internet to ask.
